Liability and Indemnity Insurance

Please find attached here a memo from Rob Stewart and myself regarding the agreement we have entered into with Scouts Canada to provide Insurance for the Canadian Fellowship of B-P Guilds.

There are references to Sections of Scouts Canada B.P & P. If you are unable to access the documents through the link on this page please let me know and I will arrange for you to get a paper copy.

  1. Why does the Canadian fellowship need insurance?
  2. Why are we added to the Scouts Canada Policy?
  3. What is the definition of registered?
  4. Do I need a Police Record Check (PRC)to belong to the Guild?
  5. Under the Scouts Canada Screening Policy what adult category does a Guild member without a PRC fall?
  6. Do I need a PRC to attend youth activities such as Beaveree, Cuborees, Camporees and Brotherhood Camp?
  7. Our Guild has 4 members who are also Scouts Canada members. Does that fulfill the day requirements of having a non PRC 'd Guild member under the supervision of 2 registered Scouters at all times?
  8. Do I need to be a member of Scouts Canada to volunteer as an Offer of Service at an International / National / Provincial Jamboree?
  9. Our Guild wants to hold a meeting on Scouts Canada Property. Is that covered?
  10. Do I need a PRC to attend a Gilwell Reunion or other adult function?
  11. Our Guild used to do catering on Scouts Canada property as a fundraiser. Will that be covered?
  12. Our Guild used to provide Medical Support for Scouts Canada. Will that be covered?

  18. Does the accident / Liability / directors and Officers insurance apply to ALL members of a Guild, a Provincial Executive, and the National Executive?
ANSWERS
  1. The Executive came to realize that our Guilds were involved in activities that were putting the Canadian Fellowship at risk. We have both Social Guilds and Guilds that are out in the Community supporting Scouts Canada without the necessary protection.
  2. The Insurance industry felt that because we are supporting Scouts Canada that it is a natural fit and financially it is to our benefit to be part of the Scouts Canada policy.
  3. Registration, as a Guild member only, requires the receipt, by the Registrar/Treasurer, of the applicable registration fee and form.
  4. No you do not need a PRC to belong to the Guild.
  5. A Guild member without a PRC is considered a Volunteer Helper/Resource Person in the Scouts Canada Screening Policy. See the Screening Level Chart in Section 3001.2 here.
  6. You need to follow the Screening policy as outlined in Section 3001-Screening of Adult Volunteers of the B.P & P here .
  7. Yes provided the registered Members are in attendance and the presence of the Guild member at the event.
  8. Yes you must be a member of Scouts Canada to volunteer as an Offer of Service at an International / National / Provincial Jamboree.
  9. Yes you are covered by the policy if you hold a Guild meeting on Scouts Canada Property.
  10. No. Only adults providing Duty of Care are required to have a PRC. See Duty of Care here .
  11. Yes, your Guild will be covered if you are catering on Scouts Canada property as a fundraiser.
  12. No, you must obtain your own insurance if you provide Medical Support for Scouts Canada.
  13. No, a Guild may not own property.
  14. No, to serve on a Scouts Canada Committee you must be a registered member of Scouts Canada. The membership can be either the Scouts Canada Special B-P Membership or the regular Scouts Canada Membership.
  15. In addition to membership in the B-P Guild a Guild member may wish to take up or continue membership in Scouts Canada. A special fee for Guild members is available for registration as an adult member under the Scouts Canada Special B-P Guild Membership. Such applicants must follow the same process as for all Adult Membership Registrations, including the volunteer Screening Process for adult members. The Special B-P Guild Membership is explained in B.P & P Section 3002.1 here .
  16. The incident report will be filed with Scouts Canada within 24 hours of the incident. The procedure is outlined here.
  17. Yes you will be able to obtain a Certificate of insurance in the same way you have in the past.
  18. Yes, the Accident/ Liability/ Directors and Officers insurance applies to all members of a Guild and all levels of the executive.
